The online surcharge collection payment and management system for Telecommunications Providers.
The 1987 Legislature passed a law to ensure
that all Oregonians have access to adequate and affordable telephone service. That legislation is known as the
Residential Service Protection Fund (RSPF), which has three telephone assistance programs:
- Oregon Telephone Assistance Program (OTAP)
- Telecommunication Devices Access Program (TDAP)
- Oregon Telecommunications Relay Service (OTRS)
Oregon Administrative Rules (OAR) Chapter 860, Division 33 applies to all telecommunications providers that offer service in Oregon with access to the OTRS.
RSPF Surcharge: According to OAR 860-033-0006, telecommunications providers must collect the RSPF surcharge by charging the
specified amount to retail customers with access to the OTRS. Telecommunications providers are then required to report and remit the
RSPF surcharges to the Public Utility Commission.
OTAP Reimbursement: OTAP is designed to provide a reduced rate or discount for an Eligible Telecommunications Provider
(ETP)’s basic service to low-income customers who meet eligibility requirements. According to OAR 860-033-0045, ETPs are required to
submit a reimbursement form for applying the OTAP benefit to the eligible low-income customer’s phone service.
Oregon Telephone Assistance Program (OTAP)
OTAP provides a discount on monthly telephone service (wirelines or wireless) for low-income Oregonians who meet eligibility criteria
Telecommunication Devices Access Program (TDAP)
Loans adaptive telephone equipment to qualifying Oregonians who have a loss in hearing, speech, vision, mobility, or cognition.
Oregon Telecommunications Relay Service (OTRS)
Allows individuals who are deaf, hard of hearing, deaf-blind, or have a speech disability to place and receive calls through specially trained operators.
